Is a heat pump water heater worth it in Ontario?

Quick answer

A heat pump water heater is worth it in Ontario when it replaces an electric tank: in heat pump mode it uses about a third of the electricity for the same hot water, and on Ontario's ultra-low overnight rate it can heat when power is cheapest. Replacing a gas tank with one rarely pays back on energy alone, because natural gas here is cheap per unit of heat.

A heat pump water heater is worth it in Ontario in specific situations, and whether yours is one of them depends almost entirely on what the unit is replacing and what fuel the house already runs on. For an all-electric home it is one of the best efficiency upgrades available. For a typical gas-heated Burlington house it is a harder sell, and an honest contractor should say so before quoting one.

How a heat pump water heater works, and why it uses so little power

A heat pump water heater (often sold as a hybrid) is a standard insulated tank with a small heat pump on top. Instead of making heat with resistance elements, it pulls heat out of the surrounding basement air and moves it into the water, the same way a refrigerator moves heat out of its box. Moving heat takes far less electricity than making it, which is why these units carry a Uniform Energy Factor around 3 or higher, against roughly 0.9 for a conventional electric tank.

Every unit also keeps backup resistance elements and a mode selector. Hybrid mode uses the heat pump first and adds the elements when a big draw empties the tank; heat pump-only mode is the cheapest to run but recovers slowly; electric mode turns it into an ordinary tank. How you set that dial decides how much you actually save.

Who it pays off for in Ontario

  • Homes with an electric tank and no gas: rural Burlington north of Dundas Street, parts of Flamborough and Carlisle, and older homes up on the escarpment. Swapping resistance heating for a heat pump cuts the water-heating share of the hydro bill substantially, and this is the clearest win.
  • Homes that have gone all-electric with a cold-climate heat pump and are dropping their Enbridge account entirely. Once the furnace is gone, the gas tank is the only thing keeping the monthly gas customer charge alive, and a heat pump water heater finishes the job.
  • Anyone on the ultra-low overnight (ULO) electricity price plan through Burlington Hydro, Oakville Hydro or Alectra Utilities. Most units have a scheduling mode; heating the tank overnight when the ULO rate is at its lowest and coasting through the day compounds the efficiency gain.
  • Rebate eligibility: check the current water heater rebates page and whether Ontario's Home Renovation Savings Program is listing heat pump water heaters at the time you buy. The federal Greener Homes Grant closed to new applicants in 2024, so do not count on it.

When it usually isn't worth it

If you have a working gas tank in a gas-heated home in Millcroft or River Oaks, replacing it with a heat pump water heater rarely wins on running cost, because natural gas in Ontario delivers heat at a much lower price per unit than electricity. You would be spending more up front than a like-for-like gas tank at $1,200–$2,500 installed to save little, and possibly nothing, each year. The exception is if you are already planning to leave gas, in which case the tank should be part of that plan rather than an afterthought.

Recovery speed is the other honest drawback. In heat pump-only mode the unit reheats slowly, so a household that runs two showers and a soaker tub in the morning will lean on the backup elements — and pay resistance rates for that portion. Size up to the larger tank rather than assuming the heat pump will keep up.

Installation requirements most people miss

  • Air volume: manufacturers typically ask for around 700 cubic feet (about 20 cubic metres) of surrounding air, or a louvered door or ducting kit if the unit sits in a closet. A small utility closet in a 2000s townhouse in Alton Village often needs the duct kit.
  • Height: a 50-gallon hybrid stands noticeably taller than the tank it replaces because of the compressor on top. In a 1950s–60s Aldershot or Roseland bungalow with a low basement ceiling and ducts overhead, measure before you order.
  • Condensate drain: the heat pump dehumidifies the air it uses and produces water that must run to a floor drain or a condensate pump.
  • Cooling effect: the unit blows cool, dry air into the basement. That is a bonus in a damp Burlington basement in July and a small penalty in January, when it is pulling heat your furnace paid for.
  • Electrical: most models need the same 240-volt, 30-amp circuit as an electric tank. Newer 120-volt plug-in models exist for homes without that circuit, but they rely entirely on the heat pump, so recovery is slower.
  • Noise: the compressor and fan run at roughly the level of a dehumidifier. Fine in a mechanical room, less fine on the other side of a bedroom wall in a fan-coil condo.

Verdict: worth it on electric hot water, not as a gas swap

Worth it if you are on electric hot water or leaving gas; not worth it purely as an efficiency play in a gas-heated home.
