Will a heat pump lower my bills in Burlington?

Quick answer

For most Burlington homes it lowers total energy cost, but it does so by shifting spending from the Enbridge gas bill to the Burlington Hydro bill rather than by cutting either one alone. Houses now heated by electric baseboards, oil or propane see the clearest saving. Houses with a newer gas furnace often land close to even on heat and save mainly on cooling.

Whether a heat pump will lower your bills in Burlington depends almost entirely on what it is replacing. The machine itself is the same physics on every street between Aldershot and Alton Village. What changes is the fuel it displaces, the price plan you are on, and whether you keep a gas connection afterwards. Here is the honest version, without the payback chart.

You are swapping one bill for another, not deleting one

Every kilowatt-hour the heat pump buys is a cubic metre of gas Enbridge does not sell you. The gas bill shrinks and the hydro bill grows in the same months, so judging the change by looking at one statement will mislead you in both directions. Compare 12 months of both bills before and after, or the exercise is meaningless. What the swap is buying you is leverage: gas heat is close to one unit in, one unit out, while a heat pump delivers several units of heat per unit of electricity for most of the heating season.

What you are replacing decides the size of the win

  • Electric baseboards or an electric furnace: the largest saving of any scenario, because you stay on the same utility and buy far fewer kilowatt-hours for the same warmth.
  • Oil or propane — still found on the rural edges toward Flamborough and above the escarpment: consistently a saving. Oil-heated homes, and only oil-heated homes, may also qualify for the federal Oil to Heat Pump Affordability program; propane does not count.
  • A gas furnace being replaced anyway: the heating side often lands near break-even at current Ontario rates, and the saving comes from the cooling season and from not buying a separate air conditioner.
  • An air conditioner at end of life on a working furnace: this is the cheapest way into a heat pump, since the outdoor unit replaces the condenser and the furnace stays as backup.

The fixed charges nobody mentions in a sales pitch

Both utilities charge you before you have used anything. Enbridge applies a fixed monthly customer charge on every gas account, and your hydro bill carries a fixed delivery component of its own. If you keep a gas water heater, range or fireplace, the gas account stays open and that monthly charge stays with it — so a hybrid system reduces gas consumption without removing the gas bill. Going fully electric is the only way to close the account, and that decision usually hinges on the water heater rather than the furnace.

Where Burlington's housing stock lands

  • Pre-war brick near downtown and Roseland: heat loss is high and the ductwork is often undersized, so the heat-loss calculation matters more here than anywhere else in the city before anyone promises a saving.
  • 1950s and 60s Aldershot bungalows: frequently on 100-amp service, which points toward a hybrid so no panel upgrade is needed. The lower ceiling heights and small footprint keep the load modest.
  • 1980s and 90s subdivisions like Millcroft and Headon Forest: a high-efficiency furnace already in place, an original air conditioner past its life, and a straightforward add-on install.
  • 2000s and newer builds in Alton Village and the Orchard: tight envelopes, 200-amp service and a good chance an all-electric system carries the whole winter with modest backup.
  • Lakeshore condos on fan coils: usually no place to put an outdoor unit and no authority to add one, so this is a corporation-level decision rather than a homeowner's.

Three levers that decide your answer

First, the heat loss of the house — insulation and air sealing lower the bill under any equipment and shrink the heat pump you need. Second, your electricity price plan, since a heat pump's load concentrates in the overnight hours that ultra-low overnight pricing is built around. Third, the switchover temperature on a hybrid: set it by what gas and electricity actually cost you rather than by the installer's default, and revisit it each winter as rates move.

What rebates do to the arithmetic

Current Ontario rebates ($500–$7,500 depending on system) come off the installed price, not the operating cost, but they change the payback period more than any efficiency tier does. A 3-ton cold-climate heat pump installs for $9,500–$15,000 before those incentives.
